Paperwork

From having experience in the design office of a Railtrack contractor, I have had exposure to the paperwork that is involved. When a design or a report is completed, whether it being form A or from B, several copies have to be submitted to Railtrack. For example, one to the engineer, one to the project manager and one to the zone. Why do Railtrack ask for more than one copy of the report? The report can be up to 500 pages, and more than often, they are sent back due to grammatical, punctuation or wording errors. This has to be changed and then the whole report has to be printed again. This is a waste of office resources. Why don't Railtrack offer to take a draft copy, and then approve it before the copies are made and sent to the relevant people?
